The `PairRDDFunctions` classes isn't labeled `DeveloperApi` so what is the
assumed level of stability?
Luckily, the original PairRDDFunctions has ClassTags for the key and value;
however, the `combine*` methods didn't have info on the combiner classes. Not
sure how to work around that. Ideas?
