Hey @andrewor14 @JoshRosen what about merging something like this *without*
the changes to the PR builder? then at least the tests are tagged, so (a)
developers can actually run a reasonable subset of tests locally (sbt's
`~test-quick` is really great, if you can wait for the first run ...) and (b)
it'll be easier to make sure future tests get properly labeled?
