Since #6294 has been merged, please update this PR. A summary of
suggestions made offline.
- Lets try to move all the "starting of receivers" into the event loop of
ReceiverTracker. So all the receiverTrackignInfo will be updated and accessed
in a lock free manner from the event loop.
- I encourage you to get rid of ReceiverLauncher if its easy enough.
- The scheduling policy and the scheduled location still needs to be
discussed further out (what we discussed offline still has drawbacks).
