[SPARK-9199][CORE] Update Tachyon dependency from 0.6.4 -> 0.7.0
No new dependencies are added. The exclusion changes are due to the change
in tachyon-client 0.7.0's project structure.
There is no client side API change in Tachyon 0.7.0 so no code changes are
required.
You can merge this pull request into a Git repository by running:
