reviewers -- it touches a couple components so I'm not sure who can really OK
this.
I'd really like to get this in soon since its fixing a pretty important
issue for fault tolerance. It touches a lot of files, but mostly its just
plumbing a new `stageAttemptId` everywhere. I've dropped inline comments on
the important changes. Also because it touches so many files its a pain to
keep up to date, will get trickier as more patches get merged for 1.5
