[SPARK-9408] [PySpark] Refactor linalg.py to /linalg
I refactored linalg.py to a folder /linalg so that future updates like
`distributed.py` can be made easily.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/MechCoder/spark linalg_refactor
