@rxin @JoshRosen Sorry for all the Jenkins noise on this PR. Shane and I
(mostly Shane!) tracked down the underlying issue on Jenkins that was causing
the PRB to fail.
All the unit tests for this PR pass. Please let me know if you see anything
else you see that needs to be done before merging this.
