I think this is ready for review -- there are reasonable comments & tests
in place.
Also I fixed the issue w/ a potential leak of applications which terminate
in the middle of an NM restart. The downside of the approach I took is that if
you have *another* restart before all the applications have re-initialized,
then shuffle info will be lost.
