Hi @kayousterhout , thanks for pointing out this. My understanding is that,
when TaskScheduler calls TaskSetManager.resourceOffer, it passes the parameter
"maxLocality" which always starts from PROCESS_LOCAL. TaskSetManager then
computes "allowedLocality" and set it to "maxLocality" if it's greater than
"maxLocality". Therefore I think the allowed locality always starts from
PROCESS_LOCAL.
