I think we can probably just get rid of the is method and use
`completeNextStageWithFetchFailure` in these cases. its not exactly the same,
but the simpler one is good enough for what we are testing.
(Of course we could have even more tests with all the assorted variants,
but we could spend lifetimes on that ...)
