@deanwampler Probably true. Testing it again.
At a high level the state of this PR is.
1. The test is probably correct, but it very likely to be flaky. This is I
guess inspired by the test in
[RateControllerSuite](https://github.com/apache/spark/blob/master/streaming/src/test/scala/org/apache/spark/streaming/scheduler/RateControllerSuite.scala#L80),
which is flaky. I am changing it to a more robust version in PR #7913
2. Updated PR Title from "DirectKafkaController" to
"DirectKafkaRateController"
