I'd like to merge this even though it's a build change, on the grounds that
it probably prevents flakiness -- right now the SBT download process will
always need to wait to fail the first download and follow a redirect on the
second to get the jar. Any failure mode that results would be quite obviously
related to the download. And we should get in the HTTPS change soon, for 1.5.
