    Tests I ran locally were: set spark.task.maxFailures to 1, create a spark 
shell and start a job that just sleeps all of my executor threads for a long 
time. While the job is running, kick off a SparkPi against a different queue, 
such that my spark shell executors are preempted. The preemption doesn't make 
the spark shell crash, which would not have been the case from before this PR.
    
    Additional unit test coverage suggestions are appreciated though.
