[SPARK-9702][SQL] Use Exchange to perform shuffle for Repartition operator

Wondering if we can simply use `Exchange` to perform repartition when it
needs shuffle operation. And leaving coalesce operation to original
`Repartition`.
You can merge this pull request into a Git repository by running:
