#8185 doesn't fix this issue. If I understand correctly, this issue is
because there are too many sessions so that `trimSessionIfNecessary` is called
and drops some old sessions. I'm wondering if we should call
`trimSessionIfNecessary`. How about rejecting new sessions if the number of
sessions reaches at the limitation?
