So one case this doesn't cover is if the ApplicationMaster is preempted.
I'm not sure what the exact behavior is there but if the AM is preempted then
attempts to get the executor loss reason will certainly time out because the
new AM that registers won't know about the previous executors. So if the AM
dies along with the executors then getting the loss reason for those killed
executors will fail. I suppose we can only do a best-effort here however -
special casing for when the ApplicationMaster is killed will be difficult to
get right.
