[SPARK-10142][STREAMING] Made python checkpoint recovery use same codepath
as Java to find the checkpoint files

Earlier code only found checkpoint files in local filesystem, and did not
handle distributed filesystem paths. This change allows the python code to use
the same code path as Java to find checkpoint files and verify whether
checkpoint information is valid or not.
