Ok, I think I've addressed all the comments sans the "tasks will be
submitted to dead executors temporarily" one. Still largely untested. Will be
testing now, but pushing for visibility and discussion.
Thanks for all the traffic on this so far by the way. Our iteration has
allowed us to refine this code quite a bit already.
