note I think it woudl be easiest just to have YarnClientSchedulerBackend
ignore the configs spark.yarn.dist.archives/spark.yarn.dist.files and only do
the backwards compatibility for the ENV variables. Then your changes to
clientArguments would handle calling resolveURI on them.
