I think it's almost all about binding to port 80. It doesn't make sense to
retry on 81, 82, etc. even if it makes sense for all the other daemons to retry
9000, 9001, etc. Right now the code won't even let you use port 80. Interesting
question whether it should be allowed. But yeah that is I think the most
legitimate use case you can construct for this, which isn't crazy at least.
