@CHOIJAEHONG1 Sorry for the delay. I finally got a chance to try this out
on my machine and it seems to work fine with UTF-8 strings with both the locale
set to `C` and `UTF-8`.
I'm going to merge this to master branch and as this is early in the 1.6
window we also get a chance for this to get tested thoroughly.
