@srowen Hey Sean, turns out Colt(or breeze for that matter) doesn't have
inverseCDF for the distributions, which I need for the implementation. The
original thought was to avoid increasing the number of dependencies for Spark,
as we need to support multiple build frameworks (and it's a lot of
compatibility testing work for the person merging the PR). As it turns out,
there isn't really a viable substitute in the current dependencies, which was
why I went and got the approval for adding commons-math3 as a dependency.
