Quick question - Is it guaranteed that if the AM is told "Container X may
be preempted" it necessitates that "Container X will definitely be preempted"?
We should link documentation to this behavior somewhere. If not, how does our
code handle if the YARN scheduler changes its mind about which containers to
preempt?
