HI @mwws , just finished another round of review. I think the main things
left are making sure we have the right decision for speculation (left a bigger
inline comment), and also adding docs for this feature to
http://spark.apache.org/docs/latest/configuration.html#scheduling by editing
[`docs/configuration.md`](https://github.com/apache/spark/blob/master/docs/configuration.md).
(It looks like "spark.scheduler.executorTaskBlacklistTime" isn't even
documented currently, which it really should be.)
