@srowen on multilayer perceptron --you see it pass before this change for a
range of seeds because the [seed is completely
ignored](https://github.com/apache/spark/blob/master/mllib/src/main/scala/org/apache/spark/ml/ann/Layer.scala#L777).
(though maybe you are referring to something else, I'm not entirely sure
what you mean by 2 seeds -- I only see one seed in each test ...)
