I'm on Linux; that's really weird, because the Linux behavior is how I
expect `SO_REUSEADDR` to work. From `man 7 socket`:
When the listening socket is bound to INADDR_ANY with a specific port
then
it is not possible to bind to this port for any local address.
But I guess if Mac OS behaves differently, we don't have much of a choice.
