[SPARK-11672] disable JavaDefaultReadWriteSuite
Saw several failures on Jenkins, e.g.,
https://amplab.cs.berkeley.edu/jenkins/job/NewSparkPullRequestBuilder/2040/testReport/org.apache.spark.ml.util/JavaDefaultReadWriteSuite/testDefaultReadWrite/.
Temporarily disable the test and I will look into the issue under the same
JIRA.
