[SPARK-11763] [ML] Add save,load to LogisticRegression Estimator
Add save/load to LogisticRegression Estimator, and refactor tests a little
to make it easier to add similar support to other Estimator, Model pairs.
Moved LogisticRegressionReader/Writer to within LogisticRegressionModel
