This patch moves counters of actions into a metrics source, including
timing of operations. This is designed to be ready to integrate with
SPARK-11373: metrics for a cluster. I haven't attempted any of the liveness
probes that codahale metrics supports and which SPARK-11373 allows providers to
hook up to âI don't know if that feature will go in and so not coding against
it. If it does, the recent outcome of any background refresh would be the
health check to report.
