@JoshRosen but by the time 1.6.0 is released this patch won't be in the
release so they'd be using a stale docker file. My view is that this file
probably shouldn't even be in the Spark repository so we don't have to maintain
it like this. Either that or we just put a placeholder `<SPARK_VERSION>` in the
file and require the user to edit it if they want to use it.
