[SPARK-12328][Core]Add connectionEstablished callback to RpcHandler to
monitor the new connections
Added `connectionEstablished` to `RpcHandler` so that `NettyRpcHandler`
doesn't need `clients` any more.
You can merge this pull request into a Git repository by running:
