@mridulm due to the delay scheduling, this situation has been mitigated in
the case that the TaskSetManager originally contains all levels and becomes
RACK_LOCAL/ANY-only during the running
If the TaskSet is RACK_LOCAL/ANY-only from the beginning, I think this
situation does exist. However, to resolve this, it will break the FIFO/FAIR
rule in current TaskSchedulerImpl....
