[SPARK-12966][SQL] Support ArrayType(DecimalType) in Postgre JDBC
The current master throws an exception below;
```
org.postgresql.util.PSQLException: Unable to find server array type for
provided name decimal(38,18)
```
This pr fixes this issue.
