This is to handle the launch situation
* secure cluster
* Oozie acquires tokens, sets to env var {{HADOOP_TOKEN_FILE_LOCATION}}
* launches client.
I guess if it is working for you, then yes, the user launching the code
must be able to act as a proxy; this patch picks up the env var option instead.
