Since some of the unit tests are having issues with me change it to throw a
commit denied exceptions rather then ignore when needsTaskCommit=false I'm
removing that and we can handle it under SPARK-13343.
Just sending out the TaskEnd fixes the issue with the accounting being
wrong.
