[SPARK-12154] Upgrade to Jersey 2
Changes to the Spark Web UI code were required to compile. The changes
were relatively standard Jersey migration things.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/palantir/spark feature/upgrade-jersey
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/spark/pull/11223.patch
