[SPARK-13186][Streaming]migrate away from SynchronizedMap
trait SynchronizedMap in package mutable is deprecated: Synchronization via
traits is deprecated as it is inherently unreliable. Change to
java.util.concurrent.ConcurrentHashMap instead.
