[SPARK-13371] [CORE] TaskSetManager.dequeueSpeculativeTask compares
Option[String] and String directly.
## What changes were proposed in this pull request?
Fix some comparisons between unequal types that cause IJ warnings and in at
least one case a likely bug (TaskSetManager)
