[SPARK-13413] Remove SparkContext.metricsSystem
## What changes were proposed in this pull request?
This patch removes SparkContext.metricsSystem. SparkContext.metricsSystem
returns MetricsSystem, which is a private class. I think it was added by
accident.
## How was the this patch tested?
