[SPARK-13010] [ML] [SparkR] Implement a simple wrapper of
AFTSurvivalRegression in SparkR
## What changes were proposed in this pull request?
Implement a simple wrapper of ```AFTSurvivalRegression``` named
```survreg``` in SparkR.

unit test.
