[WIP] Update sbt-dependency-graph/sbteclipse-plugin plugin based on
SPARK-13834
## What changes were proposed in this pull request?
This PR bumps the following sbt plugins based on SPARK-13834 (#11669).
- sbteclipse-plugin 2.2.0 --> 4.0.0
- sbt-dependency-graph 0.7.4 --> 0.8.2
## How was this patch tested?
Not yet.
You can merge this pull request into a Git repository by running:

update-sbt-dependency-graph-plugin
