[SPARK-13892][SQL] remove useless lateral view handling
## What changes were proposed in this pull request?
`LATERAL VIEW` is part of the relation, and we already handled it when
converting an ASTNode to a relation in our parser, so it's unnecessary to
handle it again after filter. This PR just removes the useless lateral view
handling.
## How was this patch tested?
existing tests
