I've now rebased this on top of the SizeTracker class in #1165 -- should be
ready to go in.
There is one issue left with both the ExternalSorter and
ExternalAppendOnlyMap, which is that they assume they are the only spilling
collection in the thread. Tasks that make two maps, for example, will
overcommit memory. I'd like to fix that too but I've opened a separate JIRA for
it (https://issues.apache.org/jira/browse/SPARK-2711).
