[Minor][Core] Add nonEmpty to RDD and JavaRDD
## What changes were proposed in this pull request?
add nonEmpty method to RDD and JavaRDD.
It may be more convenient to use nonEmpty method in some cases.
## How was this patch tested?
manual tests
