We need to add more tests when splitting the Optimizer rules into multiple
batches. So far, the test coverage of Optimizer is weak. We only evaluate the
effects of the individual rules. After introducing `Constraints`, I found more
rules become correlated. For example, the rule `SimplifyCasts` affects the
predicate push down. : (
