I actually maybe like the see the following more in the form of a design
doc (check out [the constraints
JRIA](https://issues.apache.org/jira/browse/SPARK-12957)):
- what are the interesting cross row things we want to reason about
- how are they useful
- a couple of API options for representing all of them.
