I'm seeing a lot of builds fail in this code in SparkBuild.scala:
```
if (!new File(testTempDir).isDirectory()) {
require(new File(testTempDir).mkdirs())
}
```
I wonder what's going on; are things running in parallel? Are different
jobs somehow trying to write to the same directory?
