    Q1: I am not sure about it. Right now, I think only add jar needs this 
concept. But, add jar command can just call SQLContext to load the jar. So, 
looks like we do not need to expand the scope of this concept for now.
    Q2: My only concern is that `(FunctionResourceType, String)` does not 
really tell what is the meaning of the `String`. But, I do not have a strong 
opinion on it. What do you think?
    Q3: Yea. I am thinking about doing that after this PR.
