use https while downloading binaries
## What changes were proposed in this pull request?
`./build/mvn` file was downloading binaries in non HTTPS mode. This PR
tends to fix it.
## How was this patch tested?
By running `./build/mvn clean package` locally
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/infynyxx/spark mvn_use_https
