A-ha, well, two problems here. The underlying cause is that it can't
download Maven because the ASF site is in maintenance mode now. Try
http://archive.apache.org/dist/maven/maven-3/3.3.3/binaries/apache-maven-3.3.3-bin.tar.gz
But I was surprised to see 3.3.3 since we are on 3.3.9 in master, and I see
now you opened the PR vs the 1.6 branch. This should be opened vs master, and
then it is back-ported as needed.
